It’s Currently Illegal To Allow Dogs On A Restaurant Or Bar Patio

Under the current Ohio law, dogs are prohibited on a restaurant or bar patio. Representative Laura Lanese, introduced a bill would alter the current law, so business owners would have the choice to allow them on their patio.

Even if the city does not strictly enforce the current ban, it’s technically illegal. A business owner that holds a “yappy hour, or ‘pup crawl” at their establishment could be increasing their exposure to a lawsuit if a patron was bitten or injured by a dog on their patio.

Proposed Ohio House Bill 263

Section 1. That section 3717.14 of the Revised Code be
enacted to read as follows:
Sec. 3717.14. (A) Notwithstanding any other provision of
the Revised Code to the contrary, the director of agriculture,
the director of health, or a board of health shall not adopt any
rule or issue or enforce any order prohibiting an owner, keeper,
or harborer of a dog from taking the dog in an outdoor dining
area of a retail food establishment or food service operation. A
retail food establishment or food service operation may refuse
to allow a dog in an outdoor eating area of the establishment or
operation unless the dog is a service dog.
(B) As used in this section, “service dog” means any dog
that is individually trained for the benefit of an individual
with a disability to do work or perform tasks that are directly related to the individual’s disability.

The Value Of Reciprocity Experiment

Dennis Regan, used an art appreciation experiment to demonstrated the power of the reciprocity principle. In the experiment, people were told to judge art quality with a partner, who was a research assistant. The other person didn’t know their partner was a research assistant.
The research assistant would leave the room and return a little while later with something to drink for half the subjects. The other half wouldn’t receive anything.

At the conclusion of the rating exercise, the assistant asked the subjects if they would purchase raffle tickets. The subjects who had received the free drink purchased more tickets than the group that didn’t receive the free drink.
